Where is my main water shutoff?

In many older Portland houses it is where the line enters the basement wall or crawl space, or at a meter box near the street. Find it on a dry day and turn it once to see that it works. A stiff valve should not be forced.

Is it safe to wade into a wet basement?

Not if water has reached an outlet, the panel, the furnace or the water heater. If the power question is unclear, stay out and say so on the call. Water that came up a drain needs boots and gloves at least.

Should I pull up wet carpet myself?

Outdoor air is cool and damp from October to March, so evaporation is slow and windows stay shut. Dehumidifiers carry the load, and a concrete slab or plaster wall can take extra days.

How do you know it is dry?

The readings match a dry reference from an unaffected wall or floor in your own house and stay there on a repeat visit. Surface feel is not a measure, because a stud can be wet behind a dry-feeling wall.
